I think some people don't just 'jump right in' for various reasons -- the lack of self-confidence seems like a quick 'pop psychology' reason.
Some folks (like me, I guess) like to 'feel out' a situation before participating. Everyone has their own comfort level. Self-confidence is only one of the cogs in the wheel.
