Having been around a lot of teenagers, lately, my initial thought is:
Because teenagers tend to lack the depth of character and discipline it takes to actually do the job required.
Edit: In fact, My observation is that most of the young folks in their twenties are not up to the task.

I'd have thought even teenagers would be able to work out the programme was fictional and not a documentary. It doesn't make any sense to criticise something designed to entertain for being unrealistic and using actors of the wrong age. The character in the wheelchair isn't actually disabled does that offend as well?

This was the issue I had with many shows when I was a teenager---they were not played by teenagers. Therefore it gives teens the idea that they are supposed to look and act a certain way--a way that adults act like, not teens.

I was a teenager in the 70s and most of the actors that played kids were actually pretty young. The Brady Bunch comes to mind. David Cassidy was 22 when The Partridge Family first aired but he was a very small and pretty man that could pass for much younger.

Using adults to play teenagers has a long history of squeamish fascination to the English. Jimmy Clitheroe and Burney immediately spring to mind. I can't see parts like those ever coming back to UK productions. I do hope not, anyway. The story behind the actor who played Burney really says all the needs saying as far as common sense reason goes.
The character in the wheelchair isn't actually disabled does that offend as well? Oddly enough, quite often it does as far as I'm concerned. I don't much like white actors blacking up to play Othello either - white actors playing Othello without blacking up, that's fine as is a black actor playing MacBeth or Shylock. Blacking up for a comedy part is a different matter but an actor would need nerves of steel to pull that off these days. Even Arthur Lowe was on shaky ground back in the eighties...
