Poverty and soup lines is not something I normally think of when it comes to England. Is this trend happening, how much truth to this story?

Sadly yes. We have a right wing government run by public schoolboys, even the so called socialist party is right wing now. The welfare state is being dismantled by these bastards and now they are after the NHS. Meanwhile they let individuals and companies get away with not paying tax.
