New EU rules on safe disposal

Old Gadgies will have cap removed

The government is to give an extra £ 6m to help councils dispose of old gadgies. Fears had been raised that streets would become littered with old gadgies when tough EU rules for their disposal come into force on 1 January 2002. The new regulations will mean all old gadgies must have their pipe, baccy and cap removed before being scrapped, in order to prevent harmful gases being released. But while there are facilities for dealing with old gadgies there is currently limited provision in the UK for removing the cap safely.

Last month the government admitted it had no "immediate solution" to the problem. The funding announced on Wednesday is to help councils to keep old gadgies in storage. Standards have also been developed for the cap removal process, giving the green light to companies to invest in the apparatus needed for removal of the pipe and baccy. But the Department for Environment, Food and Rural Affairs admits it could still take up to six months before for this is up and running. Councilor Melvin Backhander said on Wednesday: "There is no need for householders to worry about disposing of their old gadgies. "We have been working to ensure there is as little disruption to householders as possible when the new requirements come into force on 1 January 2002 and to ensure old gadgies will be disposed of safely" It is feared the council may have canceled their service to customers to take away old gadgies, due to a storage problem.

Many fear the problem will escalate in the New Year - a peak dumping time for old gadgies.

Mrs. Sibyl Canker, from West Acres, said: "If it's down to people to contact their local council instead, many people won't bother, so you could find a situation where gadgies are left dumped everywhere." Councilor Backhander claims, "If you have an old gadgie you are finished with the local authorities will accept the gadgie at the civic amenity site, free of charge. Local authorities will also collect from homes, but they can charge to cover the cost of collection."
