Westcliff area Discuss guideline

I note that some members have started to use this moderated Discuss area without explicit reference to past or existing debates.

As this is a discussion area I have no problem with that, though any discussion relating directly to a past or existing Debate area thread should continue to be linked by the word "discussion" in the title.

The moderating guideline remains unchanged for both debate-linked and other discussions in this Discuss area: where a thread becomes derailed beyond a reasonable degree it will be returned to a previous coherent state.

The Debate and Propose areas are unaffected by this clarification.
