I'd like a free photo editor, easy to use if possible, that can be used to cut out
parts of images, as well as re-size, etc. Suggestions?

Give The Gimp a try. It's no Paint Shop Pro or Photoshop but it should do what you need. And if I remember correctly it can use Photoshop-compatible plugins and filters.

Yes, correct, thats what I use.It's certainly as capable as PSP, if not more so, but can be a little bit difficult in places:)
