They have helmets on, but cannot afford their child that same protection.

I hope someone reported them and that pic was proof!

Even a simple lay over of the bike could fatally injure that child. Mom won't hold on to it if she's thrown as well.

What? You guys never heard of a "redneck carseat"?!

In New Mexico, BTW, it's legal to drive a car with no hood, no doors and no windows...as long as you wear eye protection.
