Open up JPG in Photoshop:
1. go to image
2. go to stretch/skew
3. type in 50 in the horizintal and vertical
4. it should start shrinking, if you need to do it some more, type in 50 or an appropriate number

I'm not sure what the maximum dimensions or file size are (anybody?) but you can resize in Photoshop with a little more precision. Click Image > Image Size. At the bottom of the window that pops up, make sure there's a check in the boxes for Scale Styles, Constrain Proportions, and Resample Image. In the Resample Image drop down box I like to select Bicubic.
Go bck to the top of that screen to where it says Pixel Dimensions. Make sure the drop down boxes for Width and Height say pixels. Change either the Width or the Height to whatever you want the new value to be. (If the image is wider than it is high, change the width. If it's higher than it is wide, change the height.) The other number will change automatically. Click the OK button. The image will be resized.
