I agree. Think of the absolutely huge security risks. I would not want to be a covert agent anywhere in the world when/if this plan takes place. The probability of being discovered would increase dramatically.

Under the National Intelligence Director there will still be mission specialization but independent decision making will be a thing of the past. And what concerns me most is that some staff at the National Intelligence Director's Office will have unfettered access to any information they desire and they will be able to direct resources wherever they want them to be applied. This is a recipe for a national security disaster.
I don't think that a National Intelligence Director really needs to know all of our means and methods of intelligence collection and I don't think his staff does either. I prefer to leave that up to program auditors at each individual agency.
I know that there will be extraordinary security measures in place before the Director is up and running but the thought of a mole in that office scares the bejesus out of me.
