The core reason for not routinely arming UK police is that armed UK police kill innocent people, repeatedly. The fewer such incidents the better. Arming all UK police would be an unwarrantable outcome since it would increase such incidents. http://news.bbc.co.uk/2/hi/uk_news/engl ... 965207.stm describes a fairly typical example.

The table below gives an indication of how comparatively dangerous policing in the UK is - as you can see, it's pretty low down the list of dangerous occupations. By contrast, the the UK national rate of deaths occurring in or following police custody is three per 100,000 arrests.
