Jail Escape in UK

Are jail escapes on the increase?? i currently heard that someone serving a life sentence at a Catagory D (open jail) has escaped and not been caught should lifers be placed in a maximum security jail's??? :-3

i can't give any more info on what he was acctually in jail for as i'm not sure i found out due to my partner being in the same jail. they are planning on reforming the jail in2 a rehabilatation centre to rehabilitae offenders back into the society
