Unless you have a high-definition television, you will not see a difference in the picture. High-Def is designed for televisions with a much higher resolution than the standard.

yep, you have to have an HDTV television, along with a way to get the HDTV signal - in larger metro areas, you can get it 'over the air' with an antenna - that's what i have - and also in some larger metro areas you can get it via cable. also, direcTV and echostar both have hidef broadcasts (which you also must sign up for separately, at additional cost).
i'm lucky - during the internet boom i put down the boomin' bucks on a gigantic hi-def TV - 73". put an antenna on the roof, and i swear i could dive into the picture. it is truly stunning if you've never seen it before.

are you using DVI or component outputs from the cable box? if not, all you'll see is standard definition.

he probably hooked it up using a single standard 'RCA' connector (known as "composite" input) or an S-Video cable (also a single cable, slightly enhanced from RCA). Neither will deliver the hi-def signal to the TV. I'd call the cable company and ask them to come out again, and to bring proper cables and a properly trained technician!
you'll know the instant real hidef is on. it is unmistakeable.
