I think the problem is much much bigger than that . There are very influential people around the world who do not believe anymore that water and food are basic human rights ........basic substances for the survival of the species.......(hey don't shoot me I'm just he messenger.) There are huge organisations who's one sole aim is to control the food supply. GMO's, seed control etc etc. Then there are those who believe they should control the price of the one thing that is free.......water falling from the sky.....Now I know you're all thinking "but I have water bills" You do not pay for your water, you pay for the storage and supply of that water to your tap. Nothing can be achieved ....no matter the science, until you control the people who are out to control you, everything after that is useless.

Forget Tupperware bashes and toga soirees -- the latest rage is food stamp parties.
The USDA is encouraging the nation's food stamp program to promote to the elderly using parties and games.
A series of guides currently posted on the USDA website promotes local offices of the Supplemental Nutrition Assistance Program -- or SNAP, but commonly referred to as food stamps -- to entice eligible seniors to enroll in the welfare program. The promotional campaign has cost between $2.5 million and $3 million.
“Throw a Great Party. Host social events where people mix and mingle,†the pamphlet encourages in one of the guides. “Make it fun by having activities, games, food, and entertainment, and provide information about SNAP. Putting SNAP information in a game format like BINGO, crossword puzzles, or even a ‘true/false’ quiz is fun and helps get your message across in a memorable way.â€

Cafeterias regularly reported finding fruits and vegetables, which they are required to serve, ending up in trash cans. Although no studies have been completed, the government has found an increase in what it calls plate waste in some districts.

The federal government’s changes to school lunch menus have been disastrous, causing problems for cafeterias trying to comply with the rules and leaving the menu so expensive or unpalatable that more than 1 million students have stopped buying lunch, according to a government audit released Thursday.
One school district told federal investigators that it had to add unhealthy pudding and potato chips to its menu to meet the government’s minimum calorie requirements. Other school districts removed peanut butter and jelly sandwiches from their elementary school menus.
Five of the eight school districts surveyed by the Government Accountability Office, the official watchdog for Congress, said they believed students were going hungry because of smaller entree portions demanded by the rules.
Cafeterias regularly reported finding fruits and vegetables, which they are required to serve, ending up in trash cans. Although no studies have been completed, the government has found an increase in what it calls plate waste in some districts.

Seems I touched a nerve with my comment we fought a two front war without food stamps but rather endured some sacrifice with ration cards. I realize we didn't win the war alone, and others suffered terribly.
My point is, from at least from 1969 till now, a period of relative prosperity our national dependence on food stamps has exploded.

There are many reasons why people in the world are hungry when the food production in the world is so high.
Control and distribution are the primary reason food does not get to those in need.
I will even concede that more democracy and capitalism would benefit most of those regions.
Water is, likewise bountiful in many regions, but there are areas where even with an abundance of water, clean, safe drinking and irrigation water is difficult to come by.
I offer that solving those two problems would go far in solving many of the other problems we humans must face. And solving the water problem would lead to some solutions to the food problem.
We - you and I - could make a start by simply stretching ourselves beyond our own boundaries, and skipping the political jibes at each other.
