i don't have the details yet. but today in des moines iowa in a library for god's sake, a man took a 20 month old baby girl into the men's room and molested her. the librarians called 911 and rescued the child. they also locked the piece of crap into the men's room until the police arrived. i saw him being loaded into a police van, he looked like a neanderthal. Mominiowa, details??

Thank goodness for the librarians quick thinking that stopped him getting away, some people are really disgusting and sick. it's shocking what some people will do.

A homeless Des Moines sex offender accused of molesting a toddler in a library restroom robbed a man of $400 last month after the two had sex at a motel, police reports allege.



Larry Mobley, 36, whose address is listed as the downtown YMCA, told police Tuesday that he recognized James Effler from a television news report on the abduction and assault of a 20-month-old girl at the downtown Des Moines library.



Mobley said he met Effler, whom he knew only as "James," and went with him to a Des Moines motel. Effler wanted money in exchange for sex, but Mobley refused, a police report said.



He told officers that Effler was upset and that $400 was missing from his pants pocket when he awoke. A detective checked motel records and determined that the alleged incident occurred Sept. 2.



Officials said it's unlikely that additional criminal charges will be filed against Effler, who is accused of kidnapping and sexual assault in Tuesday's incident at the library. He is in the Polk County Jail on $1.5 million cash-only bond.



Police said Effler, 32, grabbed the toddler while her baby sitter used a computer a few feet from a men's room where the alleged assault took place.



Bill Stokes, a library employee, used a screwdriver to open the restroom door, Detective Tom Follett said. Once entry to the bathroom was gained, another library employee, Dorothy Kelley, and Stokes grabbed the child, shut the door and detained Effler in the restroom.



Kelley arranged the detention of the suspect by posting Stokes at the door and library employee Doug Blackburn outside at a window.



Employees kept the Effler in the restroom until police arrived.



Effler was convicted in Texas in 2003 for sexually assaulting a 31-year-old woman. He was sentenced to three years in prison and later paroled. Officials said he came to Iowa to visit an ex-wife.

DES MOINES, Iowa -- A registered sex offender has been charged in an attempted kidnapping that happened just after 11 a.m. Tuesday at the Public Library of Des Moines.

James C. Effler Jr., 32, of West Des Moines, was charged with kidnapping, second-degree sexual abuse, and failing to comply with the Iowa Sex Offender Registry.

Police said a 2-year-old girl was with her baby sitter at the library.

Capt. Kelly Willis, of the Des Moines Police Department, said the baby sitter was using the Internet and the child was playing with toys near her feet. The girl then wandered off. The baby sitter asked where the child was and that alerted the library staff to start a search. Police said a Effler took a child into the men's bathroom and locked the door.
The library staff heard the child in the bathroom and a maintenance worker managed to open the door, and the child was removed from the room, according to authorities.

Willis said that when they arrived at the library, the workers were holding the bathroom door shut with Effler inside. He said they took matters into their own hands.

"They actually removed the little girl from the bathroom before our arrival and pinned him back into the bathroom. So just, I can't sing the accolades enough of the employees here. Not only did they get the little girl out of harm's way, they basically did our job for us," Willis said.

The child was taken to Broadlawns Medical Center. Willis said she does not appear to have any injuries.

"The preliminary report would look as if these alert employees thwarted a kidnapping," Willis said. "They did exactly what they should do; they are heroes."

Effler's Background

Effler was placed on the Iowa Sex Offender Registry because of a sexual assault conviction in Texas on Jan. 10, 2003. That case involved a 31-year-old woman.

Since coming to Iowa, records show that Effler has been arrested at least three times.

On May 23, he was arrested on charges of public urination. He pleaded guilty the next day. In June, Effler was charged with OWI. He pleaded guilty to the charges in July. That poor little baby. I hope she can heal from this. I was watching America's Most Wanted last year and there was a story of a man on the Most Wanted List that had had sex with a 4month old baby. What goes through the minds of these creeps?!?!?!

My prayers are with the child and his/her family.

Reminds me of another story also where little boy went into mens restroom at a park and the aunt waited RIGHT outside the door. It seemed to take awhile, so she called into him. When she got no answer, she went in only to find him dead, his throat slashed! The actual killer had walked right out of the bathrooms right past her!!! This world can be a scary place!!!

I hope the bastard who did this to that poor innocent child is locked up every night.. and held down and raped untill he bleeds - then i hope to god hes executed..
