I like this quote in particular:

I think it would be great if all governments would start lobbing bombs at each other on a personal level, rather than engaging civilians. it might make them more careful about who they try and irritate.

Israel is known for their assassination policy. They haven't really tried to hide it. There is some debate on the morality of it as it bypasses fair trials and results in family of the victims wanting revenge.

They need to tighten their security, especially on the borders. The people who actually did the bombings are probably Iranians, follow the money and take down he usual suspects in the opposition. Increase security around their workers and the facilities. There will be a learning curve but they will get it eventually.

I imagine their country, much like our own, is more relaxed when an arrest is made. If they can't collect sufficient evidence then the arrests will not hold. If Canada had seen assassinations, I'd probably feel good if they had suspects in custody.
