Great Britain mail restrictions

Is there a reason GB won't allow horror comics to be mailed in from other countries? I was recently looking at the import restrictions and this one stood out as singly odd.

I'm thinking about mailing a horror comic to one of our UK friends to see what happens.

I had no idea that there was a restriction on horror comics. Doesn't make sense to me unless they think terrorists can use them to convey information insofar as a comic's story might be the code. God knows.
