Sex Offender Charged In Attempted Library Kidnapping

DES MOINES, Iowa -- A registered sex offender has been charged in an attempted kidnapping that happened just after 11 a.m. Tuesday at the Public Library of Des Moines.
James C. Effler Jr., 32, of West Des Moines, was charged with kidnapping, second-degree sexual abuse, and failing to comply with the Iowa Sex Offender Registry.
Police said a 2-year-old girl was with her baby sitter at the library.
Capt. Kelly Willis, of the Des Moines Police Department, said the baby sitter was using the Internet and the child was playing with toys near her feet. The girl then wandered off. The baby sitter asked where the child was and that alerted the library staff to start a search. Police said a Effler took a child into the men's bathroom and locked the door.
The library staff heard the child in the bathroom and a maintenance worker managed to open the door, and the child was removed from the room, according to authorities.
Willis said that when they arrived at the library, the workers were holding the bathroom door shut with Effler inside. He said they took matters into their own hands.
"They actually removed the little girl from the bathroom before our arrival and pinned him back into the bathroom. So just, I can't sing the accolades enough of the employees here. Not only did they get the little girl out of harm's way, they basically did our job for us," Willis said.
The child was taken to Broadlawns Medical Center. Willis said she does not appear to have any injuries.
"The preliminary report would look as if these alert employees thwarted a kidnapping," Willis said. "They did exactly what they should do; they are heroes."
Effler's Background
Effler was placed on the Iowa Sex Offender Registry because of a sexual assault conviction in Texas on Jan. 10, 2003. That case involved a 31-year-old woman.
Since coming to Iowa, records show that Effler has been arrested at least three times.
On May 23, he was arrested on charges of public urination. He pleaded guilty the next day. In June, Effler was charged with OWI. He pleaded guilty to the charges in July.
