If the building fabric is decent (reasonable insulation, no major air leakage) the equipment is very often not the limiting factor. The old system runs on fixed schedules and dumb thermostats. Adding zoned controls and occupancy sensing to existing plant is the cheapest lever by a wide margin. I've seen this approach pay for itself within a year so yes, that was an excellent investment. If the building is really inadequate, moving to new premises might well make a lot more sense than diving down a full refurbishment tunnel. If you own it, rebuild it entirely - nobody wants to work in a run-down health hazard site like that.

Full replacement only earns its keep where the existing units are genuinely past end-of-life: compressors on their way out, refrigerant type being phased out, that sort of thing. Even then it should be staged by zone rather than doing the whole building in one go. That attends to cash flow and allows comparison zone by zone rather than guessing.

Payback horizon: controls-only upgrades pay back inside 18 months at worst. Zones with full plant replacement would take 5-6 years to break even once you account for install disruption and the fact the old kit, while inefficient, could be adjusted item by item rather than wholesale.

Get proper heat-load and airtightness figures for the specific rooms before sizing anything. Older commercial buildings are rarely uniform. A corner office with more glazing behaves completely differently to an internal room, and "one size upgrade for the whole floor" wastes money either over- or under-specifying capacity.
