new refugee intake

Turnbull is at the UN summit (god help us all) Australia is upping our intake to 19,000 . Interestingly some of them will be from central America......(yeah i did the "what?" Too)
Apparently there is a refugee camp in Costa Rica?
To me thats not taking in refugees......to me thats offloading displaced people already in a country that is safe. Although theyre pretty lucky considering more and more Americans are being knocked back from migrating here.
