It's a direct quote ascribed (not altogether convincingly, though it's pretty likely to be true in my opinion) to LBJ in Ronald Kessler's 1996 book "Inside the White House: The Hidden Lives of the Modern Presidents and the Secrets of the World’s Most Powerful Institution". If you prefer that the site auto-censored the word, I've just set it to do so. But halfway didn't make the quote up from nowhere.
If anyone has any extra words they'd like adding to the word-censoring filter, please let me know. The singular of this particular offending word was in there but the plural, as used, wasn't - I've now generalized those six letters in any word context. And the more formal five-letter variant.
My own opinion is that the word's quite acceptable when explicitly quoting from an historical context, or even in direct speech when writing fiction set in such times - I think pretending the word never existed is bogus. But I'm neither American nor black, so I'm happy to accept a more informed view.
I also think current black-on-black use is something to applaud too - stealing the word and subverting it like that is a great way of obliterating its previous power. I'm surprised "boy" isn't used the same way.

I don't like censorship all that much, and had he left it at the first post, I would have probably left it at that.
