Have I missed something or are these folks a quiet little nation just minding their own business and trying to make improvements?.
They appear to rely heavily on tourism, so this seems to be well thought out IMO.

No, I don't think you've missed anything. I loved (past tense) Tunesia, having visited a dozen times, and I've been to just about every nook and cranny in the country. But I went back last year, after several years break, and it was not the same country I once knew. It's become filthier and less hospitable and there is disasatisfaction in the air. Something is not right.
