When cops shoot someone, they intend for them to stay shot.
Why use one or two rounds when you have 12 in your clip?
We really need to develop effective, non-fatal ways to capture and subdue criminals.

Somebody in charge should have called about half of those guys back.

I feel for the lady's family, but I doubt that they will get much satisfaction out of suing the city, or the police.
Those guys creating a bad situation and the cops reacted. She was in the wrong place at the wrong time.
There was no time for the cops to get a tactical control in place. so we have 30-40 cops all reacting and acting on their own. Ultimately, the responsibility of her death falls on the gang-banger.

One or two rounds MAY stop a lethal threat. I can't conceive any reason anyone should bet their life on that.

I have indelibly printed on my mind the sound of gunshot when the Boston police found the wanted man hiding in that boat in a garden.
The town was in lock down, the boat surrounded, the man was alone without any chance of escape, what an astounding reaction from any police force.
Police ? Action
