I hope not - as much as I'd like to see them punished, no laws should ever be retrospective.

Maybe they shouldn't but they get changed when they suit. Besides there is a good case that what happened in the states and here with the banking system was criminal within the existing laws but that means nothing unless there is the will to enforce them.
