Bell Canada is being challenged by The Canadian Association of Internet Providers over their new traffic shaping policy. Bell is curbing bandwidth hogs using peer to peer file sharing during peak hours and claims that their new policy, limiting bandwidth usage, improves service for 95% of the clients by choking the 5% that are congesting the lines with their habits.

Bell started traffic shaping at the same time they restructured their own services based on bandwidth usage.
