I watched this on the news yesterday. People were saying its a blue bag blowing around - I can't see that explanation. I think it is some form of energy, could be a spirit. So I'm going to go with a guess here - Yes (highly likely).

I saw this on the news too. I know it made me wonder. I'd like to know if any of the people on the video saw anything at the time.
