Considering the number of innocent people IN prison and the number of criminals who get walks, I have to say....the way things have been done to this point does not hold a drop of water or faith with me. So, change things. The "justice" system doesn't work now, so, do things to MAKE it work.

Absolutely, totally and utterly wrong.
This is so open to abuse and manipulation that it is unbelievable that any government could possible propose it with any expectation that it would be accepted.
The only people who have used rules like these are police states who want convictions ahead of justice.
