i'm not sure if you have the option in OZ, but if they refuse breathalyzer we can send them to hospital for blood alcohol sample.

we need to call a judge, or even Lt.....the officer she bit had to go to hospital for testing i'm sure! (w)itch.

in the uk the police just charge you with failure to provide a specimen which carries the same weight as a positive test.

if i even get blood on me i have to go to hospital and start tests...as well as medication/'preventative' that makes you puke for weeks. ....then i have to go to court and get a judge's order to release the person's HIV status to me. what crap.
