What's wrong with just a garden, for people to sit and think in?
yeah I agree.
Way too much for a monument.
We, as in any nation, shouldnt have to spend that kind of money just to show how much we were hurt by the act of terrorism. Money shouldnt symbolize the feelings of national condolence, rather the way the monument is built.
