if the particpants are mentally ill, they have no ability to give consent. and consent to something 'against public policy', i.e., illegal, does not mitigate the guilt of the perpetrators. the practicing medicine w/o license is a misdemeanor, the mutilations are felonies.

The sheriff's office had investigated reports of sadomasochistic acts at the house in 2004, but concluded there was nothing illegal going on because the participants appeared to be willing adults....they probably investigated the bondage stuff, but didn't know the extent of what was going on.

Bet they wish they did find the other evidence in the first search!
