(The Red Cross's credibly has gone completely down the toilet, as far as I'm concerned...) am i misreading this, or is the RC in fact the 'victim' here?

"Sometimes they'd give a victim a PIN number and turn around and call a buddy with the same PIN, and there'd be a race to Western Union," he said.
************
Just another disaster in a string of them for so many. How devastated the people who really needed this money must have been! Wonder what type of punishment these thieves will get.

This sort of thing was told to me by my Grandmother. When she was young, she volunteered to work for Oxfam.
While she was with Oxfam, she witnessed how the so-called volunteers would take the best clothes and other items for theirselves without even paying anything.
She could not 'rat' on her own kind. In those days, anyone who did so was very quickly 'excommunicated' as it were. So she left the service. She brought it home to me that charities are not as efficient as we would like to believe and that we can only truly administer charity from the heart for a real person in need.

1,200 volunteers...........VOLUNTEERS......yes it is so very sad that scammers rush to make a freaking buck off others misfortunes. What about all of the other HONEST volunteers - the hundreds of thousands around this country. I think the RC was scammed. I also admire the RC for having a check system in place (maybe too late for some people but heck there was a crisis) and for snagging and pressing charges on these people.
