One would think after so many centuries they might start getting it right, if I were religious I might think it was some god telling them something.

It's something to do with one of their prophets, or whatever, dying there & some spring popping up at the point he died. I think the date of the Hajj is an anniversary of the event. Making it a year round event would be like making Christmas Day a year round event - although to look at some of the stores' stocks, you might think it already is.

Plus, I'm not sure if it's related to Hajj or not, but they're also currently in / just finished a week of mourning for one of their prophets who died, where everyone has to wear black. Mind you, it seems to be that pretty much every week of the year is some kind of Religious festival under Islam. It's a bit like the Catholic Litany of Saints. I don't know how many Saints there currently are, but they're constantly being added to, and right now there has to be something like every day of the year is probably the Saint's day for about 25 different Saints.
