He didn't understand the question, possibly he doesn't know the history of south africa and how nelson mandela went from terrorist leader to world statesman or that some of his country's politicians clearly think anyone homeless or without medical care is a waste of space and should be left to die, an attitude that would end their political careers in most western nations.
