I think that might happen in any large city (the snatching of things in the street), it's distressing. Arresting someone for it might be a lot rarer though, congratulations to your local police. Did they get the necklace back for you as well?

Do you speak many of the national languages, madrine? In Britain we have only six or so. Some areas have road signs in two languages but English is always one of them.
The last time Uganda was in the British headlines was last year when the Katikiro of Buganda was banned from entering Kayunga.
