He did say he would appoint a special prosecutor for go after Clinton. Apparently, he is listening to some good advice to let it go. She has enough legal problems and his investigation would only be a distraction from his agenda.

Oh, and the congress has nothing to do with his decision.

It was part of Libya's national policy of terrorism, and as a nation, we responded. We have the right to defend our citizens and as a sovereign nation we do not need permission.

Firstly you have to prove that, you are not judge jury and executioner deciding that they're guilty and then invading to assassinate their Head of State - that's illegal all day and every day.

There's an awful lot of stench still rising from the La Belle and Lockerbie bombings.

What puzzles me is that Americans in general are so unconcerned at the extent to which they piss off non-Americans by adopting that sort of attitude. Perhaps it's what comes of feeling exceptional.
