The Ukranians were accused of supplying the same passive early warning RF-detection equipment to Iraq in 2002 as well, but it was never found after the occupation which suggests that was hot air. The US does have a vested interest in turning up the temperature at the moment. There are reports this weekend that the Turkish Foreign Minister Abdullah Gul has "refused a request from the United States to attack Iran from its Air Force base in Incirlik, despite the U.S. offer of a nuclear reactor" as well. Given that he's in the US at the moment it seems more likely that someone's stirring the pot.
