That's an impersonator parodying Brooks. The animation skewers Wal-Mart and Brooks.
The Washington Post headline in the animation is accurate: Brooks sells his music exclusively through Wal-Mart.
He has also signed on as their corporate shill by doing ads and performing at shareholders' meetings.
It's all here : http://www.billboard.com/bbcom/news/art ... 1001018037
I refuse to shop at Wal-Mart, and I sure won't miss Brooks' music. (I'm not a fan of the genre, outside of Kathleen Edwards, Fred Eaglesmith and Lucinda Williams).

I would rate it as biting satire. The creators are using irony and humour to illustrate a salient point about Wal-Mart's treatment of their employees.
