Black-and-white in terms of clothing is consistently an aspect of right-wing authoritarian settings. No liberal humanitarian would adopt that visual vocabulary.
Purity and clarity, psychological impact, propaganda and messaging where the regime exerts tight control over media and communication and the simplified imagery reduces the risk of subversive elements being hidden in more complex, colourful designs.
Examples definitely include the entire Nazi regime, Mussolini's fascismo, Franco's falange and as many contemporary neo-fascist and far-right movements as you could shake a stick at.

I think that you should wear what you like. As long as it's not dirty or torn.
Also, I think leather accessories look great in an office setting. Something like this briefcase. In my opinion, it gives a professional aura to the worker.
