Well.....
Process Servers are needed in several area's.
City / County / Tribal Courts. Maybe startng with Business cards and approaching the smaller courts - talk / introduce yourself to the clerks.
small courts will have a Process Server list that they prefer. leave a stack of cards.
get acquainted with a couple of other Process Servers & attorneys the courts are familiar with?
there all types of Avenues to take to promote yourself.
Have you ever thought of a job - FRAUD LINE type with the City/State?

Usually every City/State has a Fraud line of some sort - which would need a investigater. Perhaps your Attorney General would be of some help, with all their complaints. ?? just a suggestion

There are lots of new opportunities out there for starting small businesses now in the US under the Obama administration... look at this as an opportunity for growth.
