I’m approving my own posts, I think you need to add global moderator to your profile.
Also, all mo posts are now needing approval and I have lots of posts. Has anyone changed the settings?

I think that should have fixed it.
Did a permissions trace and found that it was the global moderator group that was forcing all posts to be approved so I set a role for the GMs that allow full posting rights.
I then looked at the Admin group and assigned that a role to allow full mod rights so now the admins do not need to be in the GM group.
So now, to prove it ...

Although I selected the Forum and all subforums it only applied the change at the top level - I've now applied it at the sub-forum level as well.

So although there is visible evidence that a user has received a warning there is no indication that he's been banned.

So I can register a new member and confirm that registration.
As a newby member I cannot PM anyone but I can send them an e-mail through the system and that e-mail does get to the other member.

There's a migration error in the mod queue. Some posts migrated unapproved but I didn't get the count of unapproved posts in each forum area set, so approving them now tries to make the total remaining go negative which is illegal so it crashes mysql. I'll think how to jimmy the figures with an sql update.
