Nope, that was a big mistake. Probably some amateurs. They don't appear to be competent in terror attacks, we know the sophistication real terrorists are capable of. I doubt this was sanctioned by any Iranian entities. I read about the one found in Tbilisi Georgia, it was so poorly made it didn't ignite properly. This may just be people striking back in sheer frustration. Israel and the US (or someone) are killing Iranian individuals in Iran.
