The worst Roman emperor?

The question is obvious, so just answer it and tell me the reasons for your choice. I might post some of my own comments on this topic soon. These are not neccessarily my choices for the worst emperors, but those that are commonly mentioned when the topic appears.

(The Byzantine emperors are okay too, in case you choose to vote "other")
