Tax friendly countries for business

I am surprised at the sequence. Canada above China and the US at 8 below the UK at 6.

I know the UK has massive Health and Social security expenditure, what are some of the others using all that tax for?

I'm surprised Luxembourg isn't on the list. Why else would all the Corporate Tax Avoiders in the UK use it?
