The AMBER Alert System began in 1996 when Dallas-Fort Worth broadcasters teamed with local police to develop an early warning system to help find abducted children. AMBER stands for America's Missing: Broadcast Emergency Response and was created as a legacy to 9-year-old Amber Hagerman, who was kidnaped while riding her bicycle in Arlington, Texas, and then brutally murdered. Other states and communities soon set up their own AMBER plans as the idea was adopted across the nation.

Sex offender living at local campground

Identified as a high-risk offender by the San Luis Obispo County Sheriff's Department, a convicted child molester is now living at a popular Central Coast destination.

According to the sheriff's department website, 62-year old Curtis Tinkey is temporarily living on a campsite at Lopez Lake near Arroyo Grande. Rangers say they recognized Tinkey upon his March 17 arrival, and immediately alerted the authorities. Fliers have been posted at the park's entrance, and at all bathrooms and bulletin boards. Rangers are also telling camp guests about Tinkey's presence.

"We do this for public safety and we want to make sure that our visitors are informed what's going on," says supervising ranger Don Melin.

Johnny McMains arrived at Lopez Lake with her three young grandchildren this week, and is pleased the authorites aren't keeping Tinkey's presence a secret.

"I would much rather know that the individual was next door than not know and thinking he was a nice person talking to the kids," says McMains. "I'm glad they tell us."

The principal of Branch Elementary School sent a letter home to parents informing them of Tinkey's location, and the extra safety precautions that are being taken, like increased staff supervision.

"When we heard he was living out at Lopez Lake, that was alarming to us," says parent Ed Poppino.

Law enforcement officials say they have no legal authority to say where an offender may or may not stay, and can only keep watch of them and alert neighbors. Poppino says parents shouldn't rely solely on letter or postings when it comes to protecting their children; rather, they should do extra research found on the Megan's Law website.

"I understand that people are going to go through the program and serve their time and are released back into the area, but at the same time, it's important for people to know where they are," says Poppino.

Lopez Lake rangers say Curtis Tinkey must leave the campgrounds on March 29, because his camping permit will not be renewed. Tinkey will then have 10 days to notify the sheriff's department of his new location. For more information about Megan's Law, log onto: www.meganslaw.ca.gov

LOCAL 8 Exclusive: Sexual Predators To Be Released In San Diego



Two of the state’s most dangerous sex offenders will soon be released in San Diego County. Both men currently are being held in a state mental hospital as sexually violent predators.

It has never happened before in San Diego. But at a court hearing last week, Judge David Danielson gave the green light to release two sexually violent predators into San Diego County.

The prisoners – Douglas Badger and Matthew Hedge – were committed to Atascadero State Mental Hospital in 1997 and 1998, respectively, after serving their prison time.

Under state law, sexual offenders can be committed to a mental hospital indefinitely if they are likely to commit more violent crimes. Only four such inmates have ever been released since the program began in 1996.

“Both of these patients will be the first sexually violent predators to be released in San Diego County,” said Deputy District Attorney Kristen Spieler, who is handling both cases.

“We are not rushing through this,” Spieler said. “We are making sure every step is taken to make sure the public continues to be safe from them.”

Sixty-three-year-old Douglas Badger has a criminal history of kidnapping and sexually assaulting young male hitchhikers at gunpoint. He admitted to crimes against 20 victims, according to court records.

Badger is a schizophrenic with a 39 percent chance of re-offending within five years of release, according to a risk assessment evaluation.

Forty-one-year-old Matthew Hedge has a criminal history that includes lewd acts on young boys and girls, and exposing himself to schoolchildren. According to court records, he has admitted to crimes against 10 victims.

Hedge has an antisocial personality disorder and pedophilia, and has a 26 percent chance of re-offending within five years of release, according to his risk assessment test.

The Department of Mental Health says both inmates have been model patients while in the hospital, and they are now eligible to be released under strict conditions.

“These people are intensely monitored, and many terms and conditions they have to comply with before they’re even considered for placement into the community,” Spieler said.

Under terms of their release, both men will have to continue psychiatric treatment, undergo lie detector exams and drug testing. They must wear GPS tracking devices at all times, and agree to random police searches of their homes.

For now, the judge in the case has issued a gag order preventing the lawyers from revealing exactly where these two men may live. That will change, once a final decision is made.

“Before any placement is made, the court and the district attorney will comply with notice requirements, and the public will be notified in advance and have an opportunity to be heard about that as well,” Spieler said.

Badger has a court hearing on Friday, when his living arrangements are expected to be discussed. Hedge is still several months away from finding a place to live.

Both men are currently being held at Atascadero State Hospital near San Luis Obispo. They are being released in San Diego County because this is where they committed their crimes.
