Pacific Northwest waters, anyone have info?

So, I live outside SF. This year, some sort of event was supposed to happen where the cold waters rise at a certain time of year and make the Pacific ocean 10 degrees cooler. Well, for the first time in recorded history, it didn't happen. Now, we have storms that are unprecedented. The ocean is 10 degrees warmer for the second year in a row. It's killed a bunch of plankton, as that was oxygen rich water that is supposed to rise.

My question: this is all I know about this situation, anyone have links or information about it? I researched online, but didn't find anything decent.

The History Channel did a piece on this just recently. This is a serious situation. I think you may find the info you are seeking by checking out global warming.

Try El Nino (tilde) or La Nina, both can affect the waters off the coast

to varying degrees.
