I thought Permissive Access very specifically did NOT give right to roam, I thought it was a way of allowing people temporary access whilst retaining the right to revoke that access at any time.

China certainly have the upper hand in this and are starting to hit America where it hurts, 50+ planes ordered from Boeing by Chinese Airlines who are now refusing to accept delivery plus a couple being returned to Boeing post delivery.

The reason I consented to have my records made available through UK Biobank was to improve health outcomes worldwide. China is more than welcome to look and benefit.
